تحلیل کاربرد رهیافت مدارس صحرایی کشاورزان (FFS) در مدیریت تلفیقی آفات: مطالعه موردی در استان آذربایجان شرقی

چکیده

رهیافت مدارس صحرایی کشاورزان (FFS) به عنوان یک رویکرد سیستمیک و مشارکتی نوآورانه و اثر‌بخش در جهت ارتقای دانش کشاورزان در مورد مدیریت تلفیقی آفات (IPM) مطرحشده‌است. هدف این پژوهش شناخت تجارب و فرایند بکارگیری پروژه‌های FFSدر استانآذربایجان شرقی و بررسی نظرات کشاورزان در مورد اثرات این پروژه‌هاست. این پژوهش با استفاده از یک مطالعه موردی اکتشافی- توصیفی از طریق تحلیلاسناد، مصاحبه‌های نیمه‌ساختارمند و گروه‌های متمرکز با کارشناسان و کشاورزان تحت پوشش این رهیافت در چهار شهرستان این استان انجام گرفته‌است. یافته‌ها نشان می‌دهد که پروژه‌های FFS به طور محدود تنها 250 کشاورز را در مورد مدیریت کشت محصولات زراعی و باغی مختلف تحت پوشش قرار داده‌اند و از سابقه بالایی برخوردار نیستند. این رهیافت به واسطه تأثیر بالقوه بر کاهش مصرف سموم، تولید غذای سالم و کاهش مخاطرات زیست محیطی از اولویت‌های مهم سیاست‌های بخش کشاورزی کشور محسوب می‌شود. این پروژه‌ها از فنون مشارکتی و جلسات بحث داخل مزرعه استفاده نموده‌اند، ولی فعالیت‌های IPM در باغ یا مزرعهی فقط یکی از کشاورزان تحت پوشش گروه‌های FFSاجرا گردیده‌اند، در حالی‌که سایر افراد صرفا به عنوان مشاهده‌گر یا شنونده برنامه، بدون دخالت مستقیم در اجرای فعالیت‌های توصیه شده در مزارع خودشان، شرکت داشته‌اند. این رهیافت صرفا کشاورزان مرد و بیشتر پیشرو را تحت پوشش قرار داده و زنان روستایی را مورد غفلت قرار داده‌است. برنامه‌ریزی کلان در مورد این رهیافت، همچنان به صورت بالا به پایین شکل گرفته‌است، برخلاف رهیافت متداول انتقال که فناوری در سطح خرد برنامه‌ریزی و اجرا با مشارکت کارشناسان و کشاورزان محلی انجام می‌شود. همچنین متخصصان متنوعی از بخش دولتی و خصوصی در پروژه‌های FFSنقش داشته‌اند. این پروژه‌ها در بالا بردن دانش IPM کشاورزان و رعایت صحیح اصول و زمان سمپاشی در مزارع تأثیر داشته‌اند و رضایت کشاورزان نیز حاکی از تمایل ایشان به ادامه این رهیافت است، ولی کشاورزان قادر نبوده‌اند که دانش توصیه شده مربوط به کنترل بیولوژیک آفات را به طور گسترده‌ای در سطح مزارعشان عملیاتی نمایند. کاهش مصرف سموم شیمیایی می‌تواند تاحدی به افزایش دانش کشاورزان در نتیجه اجرای این پروژه‌ها مرتبط باشد، ولی عوامل دیگر نیز در این زمینه مؤثرند، همچون افزایش قیمت آفت‌کش‌ها یا دسترسی محدود به آفت‌کش‌ها.

The Farmer Field School (FFS) approach has been recognized to be an innovatively participatory and systemic perspective to enhance farmers’ knowledge regarding the Integrated Pest Management (IPM), pesticide reduction, healthy food production and environmental hazard elimination. This study aims to explore the experience and process of utilizing the FFS projects in the East Azerbaijan Province of Iran, and to investigate farmers’ views regarding the impacts of these projects through an exploratory-descriptive case study with agricultural professionals and participant farmers of these projects in four townships of this province. The FFS projects have limitedly covered farmers and have utilized participatory techniques and on-farm meetings, but the IPM activities have been implemented in a selected orchard or farm of just one of the FFS participant farmers in each village, while the other participant farmers acted as observers or audiences of the FFS meetings, without direct involvement in implementing advised activities in their own farms. The FFS projects had only covered male farmers, mostly progressive farmers, and neglected rural women. The macro programs regarding this approach have been developed through a top-down process. However, at the micro level, in contrast to the conventional transfer of technology approach, the FFS projects have been planned and implemented through the participation of various public and private professionals and local farmers. The projects have been effective in enhancing farmers' IPM knowledge, and observing appropriate principles of pesticide use and spraying time, but farmers have not extensively been able to put their knowledge advised by FFS projects into action in their farms. The pesticide use reduction can to some extend be related to the farmers’ knowledge improvement due to FFS projects, but this decrease can also be influenced by other factors.
