بررسی نگرش کشاورزان نسبت به آثار یکپارچه سازی اراضی در استان کرمانشاه: کاربرد روش‌شناسی Q

چکیده

پراکندگی و کوچک بودن اراضی، یکی از عناصر ساختاری سنتی کشاورزی کشور است که امروزه به یکی از موانع اصلی توسعه کشاورزی تبدیل شده است. برای رفع مشکلات و عوارض ناشی از پراکندگی اراضی، برنامه‌ریزان کشاورزی راه حل منطقی و قابل اجرای یکپارچه‌سازی اراضی را توصیه می کنند که سیاستی در ارتباط با تغییر اندازة زمین برای بهبود تولید محصولات کشاورزی است. اجرای طرح یکپارچه‌سازی اراضی آثار و پیامدهای مختلفی را به دنبال دارد. هدف کلی این تحقیق نیز شناسایی آثار یکپارچه‌سازی اراضی از منظر کشاورزان با استفاده از روش‌شناسی Q در استان کرمانشاه می باشد. با استفاده از نمونه‌گیری هدفمند، 31 کشاورز جهت مشارکت در تحقیق انتخاب شدند. از مشارکت‌کنندگان خواسته شد 36 گویه را که نماینده عقاید موجود در مورد پیامدها و آثار یکپارچه‌سازی بودند رتبه‌بندی نمایند. نتایج نشان داد کشاورزان به گونه‌های متفاوتی آثار یکپارچه‌سازیرا ارزیابی می‌کنند. 53 درصد از کشاورزان یکپارچه‌سازی را مثبت ارزیابی کردند و 22 درصد نیز معتقد بودند این طرح اثرات منفی به دنبال دارد. آن‌ها مهمترین مشکل اجرای طرح‌های یکپارچه‌سازی را عدم مشارکت کشاورزان در مرحله برنامه‌ریزی می دانستند. بر اساس روش‌شناسی Q، سه گروه افراد با دیدگاههای متفاوت در مورد یکپارچه‌سازی وجود دارند که عبارتند از محیط‌زیست‌گراها، اقتصادگراها و اجتماع‌گراها.

Land fragmentation, as one of the structural elements of traditional agriculture, has become a major obstacle for agricultural development. Consolidation is a logical strategy for reducing the negative impacts of land fragmentation. Implementing land consolidation has some associated impacts. The main purpose of this study was to describe how farmers perceive the impacts of land consolidation by using Q-methodology. By purposeful sampling, 31 farmers were selected to participate in research. Participants were asked to rank 36 statements that were considered as the main impacts of land consolidation. Findings showed, farmers have different attitudes towards the impacts of land consolidation. In other words, they evaluate these impacts in different ways. Fifty-three percent of farmers had a positive attitude toward land consolidation, but 22 percent believed that this project has negative impacts on environment. According to farmers’ belief, the most important problem of land consolidation is the lack of their participation in planning stage. Q methodology revealed that three different attitudes toward the impacts of land consolidation including environmentalists, economists, and socialists.
