طراحی مدل یکپارچه پیشران سیاست‌گذاری آموزشی مروجان کشاورزی در حوضه آبریز دریاچه ارومیه: یک مطالعه تحلیل موضوعی

چکیده
پژوهش حاضر با هدف طراحی مدل یکپارچه پیشران سیاست‌گذاری آموزشی مروجان کشاورزی در حوضه آبریز دریاچه ارومیه انجام شد. این پژوهش با استفاده از روش تحلیل موضوعی انجام شد. جامعه آماری آن را خبرگان اجرایی و دانشگاهی حوزه ترویج کشاورزی تشکیل دادند که با استفاده از نمونه‌گیری هدفمند ناهمگون، گلوله‌برفی و انتخاب موارد بارز و تا رسیدن به اشباع نظری، ۱۸ نفر از آنان انتخاب شدند. گردآوری داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته صورت گرفت و تحلیل داده‌ها بر اساس الگوی شش مرحله‌ای براون و کلارک انجام شد. بر اساس یافته‌ها، ۲۸۹ کد اولیه، ۲۰ زیرمضمون و ۶ مضمون اصلی شامل شایستگی‌های حرفه‌ای مروجان، رویکردهای توسعه برنامه درسی، تحول دیجیتال در خدمات ترویجی، حمایت‌های مدیریتی و سیاستی، اسناد بالادستی و چارچوب‌های نهادی و فرهنگ و هویت اجتماعی مرتبط با دریاچه ارومیه به‌عنوان پیشران کلیدی سیاست‌گذاری آموزشی شناسایی شدند. یافته‌ها نشان دادند که سیاست‌گذاری آموزشی مؤثر در این حوزه نیازمند رویکردی یکپارچه و چندبعدی است که به‌طور همزمان به شش پیشران کلیدی توجه کند. تأکید بر فرهنگ و هویت اجتماعی مرتبط با دریاچه ارومیه به‌عنوان پیشران‌ زمینه‌ساز و مغفول‌مانده و نیز ارائه منسجم پیشران‌ها، نوآوری اصلی این پژوهش محسوب می‌شود و به‌کارگیری این رویکرد می‌تواند به ارتقای اثربخشی نظام ترویج کشاورزی و احیای پایدار دریاچه ارومیه کمک نماید. پیشنهاد می‌شود سیاست‌گذاران آموزشی بازنگری برنامه‌های درسی مروجان را در قالب نظام جامع توانمندسازی بر مبنای شش پیشران کلیدی در دستور کار قرار دهند تا زمینه‌ساز احیای پایدار دریاچه ارومیه گردد.

Designing an Integrated Model of Educational Policy Drivers for Agricultural Extension Agents in the Urmia Lake Basin: A Thematic Analysis Study

چکیده English

The present study was conducted with the aim of designing an integrated model of educational policy drivers for agricultural extension agents in the Urmia Lake basin. The research was conducted using thematic analysis. The statistical population consisted of executive and academic experts in the field of agricultural extension, from which 18 individuals were selected through a combined purposive sampling method including heterogeneous sampling, snowball sampling, and intensity sampling, until theoretical saturation was achieved. Data were collected through semi-structured interviews and analyzed based on the six-phase model of Braun and Clarke. Based on the findings, 289 initial codes, 20 sub-themes, and 6 main themes including professional competencies of extension agents, curriculum development approaches, digital transformation in extension services, managerial and policy supports, upstream documents and institutional frameworks, and culture and social identity were identified as key drivers of educational policy. The findings indicate that effective educational policy in this area requires an integrated and multidimensional approach that simultaneously addresses six key drivers. Emphasizing culture and social identity as a foundational and neglected driver, as well as the coherent presentation of the drivers, constitutes the main innovation of this research, and the implementation of this approach can contribute to enhancing the effectiveness of the agricultural extension system and the sustainable restoration of Urmia Lake. It is suggested that educational policymakers prioritize the revision of extension agents' curricula within a comprehensive empowerment framework based on the six key drivers to facilitate the sustainable restoration of Urmia Lake.
