A review of development plans and legal frameworks in Iran indicates that, in recent decades, the most influential activities regarding renewable water resources have been carried out by the government within the legal framework. The present study aims to model the barriers affecting the effectiveness of laws in achieving good water governance in Iran. From a research perspective, this study is applied in nature and, in terms of paradigm, falls under qualitative research with an exploratory approach. To achieve the research objectives, the Interpretive Structural Modeling (ISM) method was employed. In this approach, after identifying the key and influential factors related to the research topic and determining the relationships among them, strategies for addressing the problem were developed based on these factors. The statistical population of the study consisted of 14 experts, including practitioners and academics in the water sector from East Azerbaijan Province. Based on preliminary interviews with these experts, 46 initial codes identifying barriers to good water governance in Iran were extracted. These initial codes were then consolidated into 9 secondary components according to their type and nature. The results of barrier identification revealed that the three most influential and impactful components—or, in other words, the three major obstacles to the effectiveness of laws in good water governance in Iran—are: “outdated laws in relation to social changes,” “incompleteness of legal implementation regulations in alignment with their intended spirit,” and “politicization in the enactment and execution of laws.”
